Matthew Keeler
Matthew Keeler currently serves as a Lead Probation and Parole Officer for the Idaho Department of Correction, specializing in the management of sex offender caseloads. With over two decades of experience in law enforcement and correctional supervision, Matthew has gained a broad understanding of both operational leadership and clinical rehabilitation practices.
His supervision style is grounded in therapeutic settings, where he worked as a Clinical Supervisor in the Sex Offender Treatment Program (SOTP) for the Washington Department of Corrections. This experience laid the foundation for a career devoted to the responsible supervision, treatment, and risk management of sexual offenders in both institutional and community environments.
Matthew holds a Bachelor of Science in Psychology and has completed advanced trainings in Cognitive Behavioral Treatment (CBT), Interrogation and Interview strategies, and Behavioral Risk assessments. His operational background includes: Hostage Negotiator, Prison Rape Investigator (PREA), Realistic De-escalation Trainer/Instructor and POST certified Instructor. He currently serves as a Field Training Officer, mentoring and preparing new officers entering the correctional field.
Recognized by the Idaho Department of Correction as a Subject Matter Expert (SME) in sex offender supervision and management, Matthew has played a key role in statewide policy review initiatives and the development of evidence-based training programs. He is the Co-founder of SOMTAC Consulting, a training and consulting firm committed to advancing supervision practices for high-risk offender populations.
Matthew brings a grounded, practitioner-focused approach to training, emphasizing the integration of clinical insight with tactical field strategies to promote safer communities and more effective offender management outcomes.

Robert Wyatt
Robert Wyatt, MSW, LCSW, is the Clinical Director and Owner of the Wellness Enhancement Center of Idaho and brings over 15 years of experience specializing in the assessment and treatment of individuals who have committed sexual offenses. He holds an associate’s degree from Brigham Young University–Idaho, a bachelor’s degree in social work from Eastern Washington University, and a master’s degree in Social Work from Boise State University.
Robert began his clinical work in 2008 in a residential treatment program for juvenile sex offenders. From 2009 to 2014, he served as a Sex Offender Treatment Specialist with the Washington Department of Corrections at Airway Heights Corrections Center. There, he provided treatment to individuals across the risk spectrum, including those identified as sexually violent predators and those being considered for civil commitment. During his tenure, Robert also trained institutional staff in Tactical Verbal Skills—focusing on de-escalation and effective communication strategies with high-risk populations. He provided numerous trainings both within the correctional facility and in community settings on topics such as the psychopathology of sexual offenders, empirically supported risk factors, and how to understand and respond to varying levels of risk.
Since 2014, Robert has continued his work in the community, providing sex offender-specific treatment for individuals on probation and parole. He has conducted thousands of clinical hours with clients exhibiting a wide range of complex and high-risk behaviors. Robert is a Senior Certified Psychosexual Evaluator and Treatment Provider through the Idaho Sex Offender Management Board and a clinical member of the Association for the Treatment of Sexual Abusers (ATSA).
With extensive experience collaborating across institutional and community settings, Robert emphasizes evidence-based risk assessment, treatment planning, and outcome-driven intervention. He is also a sought-after trainer and presenter, having developed and delivered professional education on sexual deviance, risk factor identification, treatment methodologies, and supervision strategies. As a Co-founder of SOMTAC Consulting, Robert is committed to enhancing supervision strategies and therapeutic practices for high-risk populations through research-informed, field-tested solutions.
